Development of the National Programme for Investment Attraction and Export Promotion 2024-2028
October 2023 – May 2024
CAPSA Group was commissioned by EBRD to support the Government of Moldova in drafting the new Investment Attraction and Export Promotion Programme. The assignment included an evaluation of the previous sector strategy (concluded in October 2023) and the development of a new strategic vision by focusing on the untapped export potential and supporting industrial sectors of higher complexity. Renewable energy and circular economy model were mainstreamed into the industrial development.
 
Mid-term Evaluation of the Green Justice for Stronger Environmental Protection and Communities in Moldova Project
February - April 2024
External mid-term evaluation of the SIDA funded „Green Justice Steps” project implemented by Eco-Contact. The project tackled the environmental governance, capacity building of key actors, enforcement of green regulations and awareness. The primary objective of the evaluation was to assess the implementation of the Green Justice Steps Project based on the widely recognized OECD/DAC criteria for evaluating development assistance, encompassing relevance, coherence, effectiveness, and sustainability 

Final evaluation of the Aid for Trade – Phase IV project in Kyrgyzstan, Uzbekistan, and Tajikistan
May – October 2023
Conducted the final evaluation of the Aid for Trade – Phase IV project financed by the Government of Finland and implemented by UNDP in Kyrgyzstan, Uzbekistan, and Tajikistan. Assessed what worked well and less in supporting SMEs development (focusing on women-led SMEs), exports of green ‘niche’ products, value chains in agriculture, food-processing and tourism industry, as wells as women’s empowerment.
 

Development of the National Tourism Development Program "Tourism 2028"
May - November 2023
At the request of the Ministry of Culture of Moldova and with the support of the Rural Competitiveness and Resilience Activity (RCRA) funded by USAID, CAPSA Group drafted the National Tourism Development Program “Tourism 2028” based on a thorough analysis of economic, social, and environmental conditions, opportunities and constraints. Sustainable tourism development with a focus on eco-friendly outdoors recreational activity is among the pillars of tourism competitiveness.
 

Analysis of the impact of the economic crisis caused by the war launched by the Russian Federation in Ukraine: Study of vulnerabilities
March - May 2022
At the request of the Economic Council attached to the Prime Minister of Moldova, with the support of the Competitiveness Improvement Project funded by USAID, CAPSA Group carried out a vulnerability study, aimed at quantifying the impact on the exports of the Republic of Moldova, of the imports of raw materials from the countries involved in the war, of transport corridors, food and energy security, labour and capital mobility. The study led to the development of a roadmap that served as a basis in the crisis assistance negotiations conducted by the Republic of Moldova with other states.
 

External evaluation of the project "Reconceptualization of vocational and career guidance for the competitiveness of the labour force in the Republic of Moldova”
January - March 2022
The REVOCC-II project was implemented by CEDA, being financed by the Austrian Development Agency. The focus of the evaluation was on the effectiveness, impact,and sustainability of the project, with the aim of drawing lessons learned on what works and what works less well, as well as making recommendations for future similar interventions.
 

Independent evaluation of the project "Consolidation of the Vocational Technical Education System in Moldova"
January - April 2021
AED Public Association implemented the 4th stage of the CONSEPT project financed by LED. During the evaluation, the focus was on the impact analysis, using the difference-in-differences method between the vocational technical education institutions receiving the assistance and the control group formed by the other institutions. The purpose of the evaluation was to demonstrate whether the assistance provided produced a noticeable impact and to identify areas where assistance is needed in the next stage of development.
 

Consulting in the field of strategic planning in order to develop the Strategic Plan of the "La Strada" International Centre (Moldova)
April - October 2022
Following the evaluation of the Strategic Plan at the "La Strada" International Centre, the implementing organization requested subsequent support for the design of the next strategic plan focusing on organisation’s strategic directions, such as combating violence against women, including sexual violence, ensuring the safety of the child in the online environment, and combating human trafficking.
 

Evaluation of the implementation of the strategic plan of the "La Strada" International Centre (Moldova)
December - February 2021
The strategic plan at the "La Strada" International Centre was implemented by the organization from several funding sources, including the OAK Foundation (Switzerland). In addition to the evaluation based on the 5 basic criteria, the experts performed the analysis of organizational capabilities. The recommendations resulting from the evaluation process were the basis for the development of the organization's strategy for the next activity cycle.
 

Intermediate evaluation of the "Development of Rural Agriculture in the Republic of Moldova" project
December 2019 – April 2020
The DevRAM project was implemented by ADA through Donau Soja (Moldova) and Pro-Didactica, being financed by the European Union. The evaluation provided findings, conclusions, lessons learned and recommendation to further support green farming and organic agriculture in Moldova.
